How much context do you really need to report an announcement by an official of Fatah, Arafat's own original organization?

To begin with, not all Palestinians think they should tie themselves to Saddam and those who do are doing out of desperation for getting any support against Israel. You can take it from there

Yes, certainly the ones with sense don't! But they don't get a vote in Arafat's little kleptocracy, do they? Officials of Fatah have a little more influence there.

As for the "desperation" of the others, ask any Kurd for his opinion of Palestinian "desperation". You can be sure that if the Kurds ever got President Bush to announce a roadmap for a Kurdish state within five years, they would be doing what they could to appear cooperative, not openly siding with America's enemies and praying for American ruin. The Palestinians are political morons.
