What you call "a military presence" is in effect the minimum force required to protect the gains from the war. In other words, once we have occupied a country, it will be foolish to keep a soldier with a "shoot me" sign on his back at every crossroad. So gradually we will delegate what we can to local servants and only keep the minimal necessary force in the country, preferably out of sight.
