Yes, the top boys were too greedy and too full of themselves. In fact, some months ago Rumsfeld went around saying that the reason for the Iraq war was that it was "do-able". Here's quite a good piece on the subject:

Ther's no question that Bush, Rumsfeld, Wolfowitz & Co have comprehensively screwed up --- but so what --- they still can't lose. Despite the protracted war and the costs in coalition and Iraqi lives, Dubya will get his victory and will come out a hero --- and he will get his oil wells --- but, most important, the chickenhawks will achieve their ambition of Israel being the MidEast superpower.
