the difference between occupying a country and having a military base there

uh...when we occupy a country we run the place. We no longer "run" Germany, Japan, the Philippines, South Korea...we pay rent. Guam and Puerto Rico we do govern. Mostly, U.S. military bases are in another country with the consent of that country's government. If they no longer want us there, we go (i.e. the Philippines, Subic Bay, I think). There are some exceptions to this, i.e. Cuba.
