Dont worry about rationing it will be done by price. Also the country who dominates the seas can assure its own supply is delivered.

If the world demand grows to 10 million bbls a day and there is only max capacity for 6.2 million bbls per day then do you think the price alone will cure the situation? I postulate that someone like China might say, we need oil and if the USA is consuming 20 bbls of oil per year per person and China is consuming 2 bbls of oil per person per year then we are entitled to our share and we are going to get our share. If the US can afford to pay $ 90 per bbl and China can't, I venture that the oil wars begin as China would effectively say " NO WAY JOSE". I expect that non renewable resources will not be shared on ability to pay only but rather fair share. A very small hint that this may be the future I believe is being described by North Korea now. Regardless of supply and demand logic IMO when there ain't enough oil there ain't enough oil then the gloves will come off.
