I don't know whether this is true but I read in the NYT over the weekend that there was not one terrorist action against the US military during the occupation of Japan. I can't imagine that happening in Iraq. On the other hand there were actions against US troops in Germany. A big difference in Iraq is that it is surrounded by Arab and other Muslim states and also the internal ethnic divisions. The latter wasn't true in either Japan or Germany. The former regarding neighboring countries was a different dyanmic in both cases. In Japan very isolating. In Germany the communist enemy on one side and pro-American countries on the other side.
