That language could be imprecise.
But It describes the fact that QQQ OI is down somewhat but equity OI seems to be higher. It also describes a situation with MSFT and INTC that they are right at max pain and heavy calls are higher with relatively few puts.

On the QQQ calls and puts are better balanced but skewed if you would, with OI signifivcantly lower than last month.

Bear in mind that OI can change as we are two weeks away.
Optimism is nowhere near extreme like it was in January.
