On a broad scale...it has more relevance to the public than it does to the enemy.

It's a blessing that you don't make the war plans.

If you were running a war wouldn't you be worried about giving the enemy advance knowledge of your plans?

What possible relevance does it have to the general public ?

Experts on waging war develop war plans; that's what we pay them for. I am not one of them.

I assume if you or the general public were experts on waging war, they'd have been Fed Ex'd a copy in advance for sign off.

The fact is the general public has very little need to know any details in this plan.

We all know when a war ends ... it's when one side gives up.
