Kerry never waffles. Sorry. Whoever told you that is lying. He's been absolutely consistent on Iraq from the beginning. What you may be refering to is his ability (as a war hero and military expert) to both support action and criticize the implementation. Bush would be wise to listen to Kerry on security affairs and war. Kerry is much wiser than Bush's chickenhawk inner cirlle, none of whom has ever tasted combat. Rumsfield is the only one who even served. And he was a spook.
