How many troops would be on the ground today in Iraq, if Hans Blix or the French were permitted to conduct inspections for 2 weeks more,and then gave up because they were not working?

Can anyone say what the "proper" figure is or should have been sent to start with, assuming the operation started March 20 which of course, it did not because there would have been no troops over there.
( I am getting a bit confused here. Precise speculation is not my major field)
Thats about as easy a question to answer as asking what the best day was to start the operation.
