At the moment it's hard to tell what import any speech from a member of the Administration has. There's the appearance of things and then there's the reality. One reads of the Administration being in disarray, Rumsfeld under attack, panic in the White House, so I'm inclined to take Powell's pronouncements with more than a grain of salt. Sure it's his line for this week, but what will he say next week? And there's the feeling that he's been playing a double end game round Rumsfeld because he has direct contact with members of the military and has their admiration. Whereas Rumsfeld has their distrust and is regarded as a civilian bungler. The vultures are circling.
