Leapfrogging small intermediate objectives during an attack, leaving them for follow on forces to clean up is definitely part of our tactical doctrine. It is taught at the Infantry Officer Advanced Course at Ft Benning. The primary purpose of leapfrogging is to sustain the attack momentum and to get to the primary objective faster.

Consolidating on objectives is also classic American tactics, as is rear area security and clean up after an attack. But, in this case, the press prefers to call it delay. Delay sounds much more controversial. Delay has a negative connotation that consolidate doesn't. Much better word for a reporter trying to keep your attention.
