I have not used a dial up service in years, but I know their are much cheaper available. Check out Earth Link and Juno for starters.

My daughter uses Mindspring, which I believe is now part of Earthlink. She is able to access it via local dial up numbers when traveling, and has been pleased (for the most part) with the service.

OT: Baton, I have cable and the ISP (Earthlink) provides 20 hours of free dial up access a month for travel and as a backup. I would have never known this if I hadn't read through all the account info screens linked to my homepage. I also have dial up access through copper.net. They are nationwide and about $100 for a year sign up. There are zero bells or whistles and no special software. I just needed cheap access from work and have had no complaints.
