They said something like "We cannot resubmit this bill as it is, since the Parliament has democratically rejected it once." The refusal to allow US deployment was a very bad move for Turkey, economically (no USDS 30 bn) and geopolitically (Kurds took their place as US' best buddy). Of course they asked for compensation.And that vote lost by a count of 3, which means quite a few Turkish politicians were more than willing to permit US troops to base there Which also means that many representatives in AKP, the ruling party that has a vast majority in the Parliament, voted against the bill that their own party brought to the Parliament. I agree with you completely, and it is a disgrace that the US negotiated with Turks on this issue, giving assurances as to Iraq staying one piece, in the first place.
