I think by 2004 elections, he will be accountable -- at least for the majority of the Americans. You are asking the 15% or so that will gladly drink hemlock if Bush offered it to them, and will die shouting, "Hail Bush!". (And even then they will be blaming Clinton for forcing Bush to kill them!). It's no use asking them.

Fortunately, the vast majority of Americans get the message eventually, though sometimes it seems as if it's too late.
