Clinton left office with a 275B surplus.....hardly a recession. The stock market bubble was a Nasdaq bubble....not the NYSE.... Nasdaq historically tracks the Dow and it was in the last half of 96 that the bubble began. It continued to grow until it collapsed back into its proper tracking with the Dow in late 2000. It continued to collapse and is now well below the Dow track under Bush. See charts:
