Business spending won't increase -- there is too much capacity in the system already, so almost nobody is interested in adding more capacity, regardless of the interest rates. That is the main reason why Greenspan's 12 or 14 or 16 interest-rate cuts todate have been of no effect. Bush's actions are turning a bad situation into a worse one. Monkeys have been known to do this -- often turning a small bruise into a gangrenous wound, and eventually succumbing to the consequences of their actions.
