Actually, the balanced budget act passed Congress on a 'squeeker', with a tie vote in the Senate that was broken by VP Gore's tie-breaker.

The vast majority of Republicans voted against it (that's why the vote was so close), and predicted financial ruin and larger budget deficits.... :)
