Why do Kuwait, Saudi Arabia, Qatar and other oil rich nations have free health care? Could it be they have a national asset in the form of oil that provides for them. You know in Iraq, they had many business owners making money trading goods/services (capitalism) with a government run by one guy: a dictator.
