In the meantime, the war in Iraq, which seems to be stuck in neutral, threatens to complicate matters. Harris concurs with those who say that the Jews could find themselves once again playing the historic role of scapegoat. "People will start asking `Whose interests does this war serve?'" says Harris. "The fact that Kuwait, for instance, can profit from the war is irrelevant. The fact that Saddam Hussein's ouster serves American interests is irrelevant. Jews have often been scapegoats."
