First Gulf War was 1991. The chart shows that we started supplying Saddam with arms during the Iran-Iraq war. I think we were supplying the Iranians, too. It may have had something to do with Iran-Contra - covert sales of weapons generated funds which were shipped to the Nicaraguan contras. Nicaragua is in our back yard and at the time we thought the Middle East wasn't.

Nicaragua is now a member of the Coalition of the Willing.
