Please. You obviously haven't a clue. Bush II began his prep for this 'corrective measure' under a Congressional resolution that remained in effect from the first Iraqi engagement. He needed no "formal declaration of War." Moreover, the legislative gave even further support of war power in an additional Congressional resolution. So you can go kiss his arse.
