we're trained to fight a civilized war. So were the British during the American Revolution. The revolutionary forces were said to be fighting unfairly. Why would the invading army think they'll be seen as civilized in the first place when they're waging war on people on their own soil? The US believes in "any and all means" but conveniently doesn't recognize the targets of an aggressive war also might have a concept of any and all means to defend themselves.
