If you take a careful look at the Kosovo chapters in "The Mission," you will discover just how badly the US military did its job as well. No one comes off well. I have listened to Dana Priest on TV. She makes it very clear the UN Humanitarian programs are a disaster due to their structure. No way to fix them. And she makes it very clear that our Military ends up taking care of business because they are the only competent people on the ground. So I would much rather see some "Pro Counsels" run Iraq to start. We are not going to start with some "new" structure that you dream up to fit your Sociological profiles.
