Only relative to their era. You can't really ignore the progress humanity has made in 2000 years.

You can if the question is which you would rather live in. I think that if you have to be part of a subject race in an empire its better to be part of the empire that has had the advantage of that progress rather then the empire that does such a "good" job considering they don't have the advantage of that progress.

But there was no hate-by-design infrastructure in place to cause internal wars.

I'm not sure I understand what you mean but that. Certainly the Romans did try to pit potential enemies against each other.

They did. .

Much Colonial behaviour was the subject of parliamentary investigation and a great deal of public criticism. As a result overseas behaviour improved.

The British behaved no worse and probably far better than than their European and other contemporaries.

With regard to a comparison between the Roman and British empires, I expect the atrocity list for the former would be far longer, although I can't see what the utility of the comparison is.

The British were already starting to get out of the Empire business by the mid 19th century. Unfortunately WW1 made a severe mess of the project and post WW2 pressures made the withdrawal from remaining possessions far more hasty than it should have been.
