You can say that the the "language AND INTENT of 1441 was pretty clear" .... it's pretty clear to me also...but it's also obvious that the members of the security council differ on what 1441 intended. There was no agreement that 1441 authorized military force to be decided on by a member State.

It was not a member state document. It was a UNSC document.

Further, the US/UK/Spain could not even acquire a majority vote of the UNSC to authorize it.
