Are you familiar with any government that supports Saddam? I suppose you could find a handful of people in Muslims countries, but for the most part Saddam is among the most isolated leaders in the world. Bush was riding a crest of global sympathy and support (although he is a hard sell in Europe where people admire intelligent leaders), until he had Cheney explain the new Bush doctrine to the world.
