This is an impossible task that has been assigned.

The day of the initial suicide bomber, I'd written that the only outcome of the Iraqi government decision to use suicide bombers and dress military as civilians would be the unnecessary death of many more civilians.

I now read that the Iraqi V.P. is quite pleased there will be more suicide bombers.

You should give some thought to just who civilian lives are meaningless to.

There will be more incidents like this in the future, sadly.

The goal of every government should be to protect its' citizens not use them as weapons on the battlefield.

Yes, this will happen sometimes. Getting troops to kill innocents who panic at checkpoints is also one of the purposes of a suicide-bomber campaign.
