waiting for a coalition is not doing nothing. It is waiting for a coalition to form from the body whose resolution you want so desperately to use. If you were like Average, I guess you could say you don't care about the resolution- but you obviously want both the resolution, AND the ability to ignore the UN. I don't think you can logically have both. Obviously you think you can, but that doesn't really mean much.
