I think you're right - I think that Turkish entry into Iraq was the sticking point. Whoever was doing the negotiating didn't realize how bad it would play in Iraqi Kurdistan.

The reliability of the Turkish military in the Korean war is legendary among military types, so they have a lot of good will from that, but Turkish interests and US interests are not together on this point.
