We also have large quantities of NBC kit and nerve gas antidotes... these are often carried because you fear the enemy might be using such weapons. Did you not read the articles yesterday on how the US is interested in the 'non-lethal' gases as used (lethally) by the Russians last summer...?
Also, Iran had CW (possibly still does), so does Israel... Iraq's got enough enemies that you'd expect it to have some precautions against gas.
It's irrelevant, IMO. Gas masks don't prove you've got gas... nor do they prove the opposite. They prove precisely nothing.
