You're right - even if they hadn't supported him, Saddam probably still would not have given up without war. Yes, France is completely irrelevant.

incorrect. France Germany and Russia emboldened saddam enough for him to not back down and disarm in accordance with UN mandates. Saddam was enabled by these countries fianancially and militarily, and enabled by them diplomatically. It never would have come to this without the duplicity of these countries.
