The solution is simple, and low-tech. When faced with superior firepower, close with your enemy, "grab his belt" and engage him on a field of your own choice that prevents use of his power. In other words, a guerilla war, in a large city with a large and vulnerable civilian population. It's the only tactic that makes sense to Saddam (or whoever is running things), and I don't doubt that he'll use it, especially as it seems to have worked (somewhat) in Basra. Everything else is suicide.
