I suggest you read about how the Bush White House actually works. People that have been there say that there is no doubt as to who is president at the meetings.

For example, when Bush walks into a cabinet meeting, everyone stands up and stay standing until the president sits or provides a hand gesture to sit down.

Cheney is one of the crowd who stands up.
