Fentanyl is a synthetic narcotic. Unlike morphine which disolves in the water portion of the body fluids and can be washed out or neutralized fairly quickly, fentanyl is absorbed by the fat of the body and so an overdose is not as easily treated. It is hard to administer a precise dosage in a "riot control" situation which can lead to many overdoses.
