The contract amount is tiny to SSA, a privately owned Seattle company that manages ports around the world and has revenues estimated at about $1 billion a year. More significant, the contract grants SSA rights to handle aid cargo for up to three years. SSA will be paid for that work under a separate formula that guarantees a profit after costs are covered, said Watters. He and USAID would not specify the profit margin.
