Number one, farmers and anyone else who deals with nature closely have greater wisdom than average city slicker. Number two, the few intellectuals within them would have to debate their ideologies free for philosophical baggage. Somehow I don't think this is the case for EU. If it was too restrictive and not open to interpretation, then it could not have moved with the times.
