Maybe both. It has the potential to be fairly well of but some of that potential was squandered and some of it violently destroyed. Oil exports should be able to go up a lot with some rebuilding. Presumably military spending wont be the drain on the budget that it used to be (particuarly the WMD spending). And no more money will be spend on "presidential palaces". It won't be like the US, Japan or Western Europe but for a third world country Iraq could do pretty ok.
