I don't know if Israel is secular Look it up. Israel is not a secular country. It does not have a constitution. Simply put, it is to be governed by the laws of the Torah. A simple look at numbers will tell you that the aid to Israel is far superior, especially relative to their size - Israel's economy is half the size of Egypt. Besides, the point here is not really the level of aid, but its use. US would never finance an expansion of Egyptian territories, especially if this involved suppression of another people with their tanks & artillery. It is the case in Israel, however.
