I agree that Congress severely abrogated it's responsibility here -- why? You know why. If the war goes well they can say, we authorized the president to make the decision -- if not, it was Bush's war. Cowardly -- it's not the institutions that are flawed -- it is the people in them.

It Used To Work Until The Supreme Court Decided The Busch Presidential Case In Split Decision Based On The Party Which Appointed The Justice.

At the end of the day its tough to take on a sitting president knowing that when it comes down to it the supremes are going to give him the nod.
