It goes both ways. Take Richard Perle, for example. He is in trouble for trying to help Loral deal with the consequences of selling prohibited technology to China, and for trying to help Global Crossing overcome the Pentagon's objection to it being sold to Chinese interests.

Who is benefitting here? Besides Perle, Loral and Global Crossing, the Chinese business people who dealt with them. But wait, there's more. Loral and Global Crossing are owned by stockholders world wide, e.g., Jay Chen who lives in Hong Kong and Maurice Winn who lives in New Zealand. So who does Perle represent?

You can't say "US interests" alone because that's simply not the case.
