Remember the ship with N. Korea weapons hidden under bags of cement that was stopped by the Americans in the Indian Ocean. Yemen then said they ordered the weapons and the ship was let go. That's how Iraq got all its recent Russian and Chinese weapons too - through third party governments.

seriously: why stick to the schedule? aside from pissing off the army and the public I guess one non-negligible factor would be the dancing card for the 2004 prom.

Having the war on during the campaign would be a better play - once it is all over Bush is at greater risk from the Democrats. But maybe by then the US will be attacking Syria or Iran....
