Trevor,

1. there is no doubt that china has capacity coming out of their ears already so even nokia would not be foolish enough to build yet another factory.

2. if some historian will go back and check, some time last year, NOK sold a big facility to UTSI, supposedly a moth-balled brand new facility (around Chung Qing if I remember correctly)

Could they be shifting production? I assume they do not need to shift because there is so much capacity.
