I think that you are underestimating costs. You were talking about replacing whatever the war broke. Others are thinking bigger than than. Earlier today I saw on the news that the water pipe from Kuwait had reached Um Kasr. In passing, they mentioned that was just temporary until they could get the water plant there running, but they weren't sure they could or it wouldn't last long because it was so old. You weren't considering costs like that. You mentioned not rebuilding the "palaces," but what they call palaces aren't big houses for Saddam but also federal office buildings, etc. Can't get the bureaucracy working without cubicles, you know. Lots more stuff than fixing the potholes.
