Opps it looks like I feel for the reporter slant.

The actual text of the message doesn't promise that the UN will be involved.

Instead the message promises: "As soon as Saddam Hussein's regime falls, the work to build a new free and united Iraq will begin. A peaceful, prosperous Iraq which will be run by and for the Iraqi people. Not by America, not by Britain, not by the UN - though all of us will help - but by you, the people of Iraq".

"Coalition forces will make the country safe, and will work with the United Nations to help Iraq get back on its feet

I'll put a bet that France, German and Russia will have to say "Uncle" at the UN before the UN is involved in rebuilding Iraq.

The UN does have 40 billion dollars that belongs to the next government of Iraq, and the main thing that the UN can do to help with Iraq, is to write that big check.
