You mean like lynching negroes in good ol'day Jim-Crow-America --or framing them (*)? Most reports on China's alleged policy to enforce a "one-male-child" birth-control is overblown bullshit... I recall a French TV-team of journalists investigated the issue a couple of years ago... So the reporters travelled to a remote Chinese village and, as in most developing countries, the place was swarming with kids... All the village's children flock around the TV white crew people --probably their first encounter with white people. One of the French journalists asks a kid, "Do you have brothers? sisters?... What's your family?" And that's where the official, Beijing-appointed warden chimes in... The translator was reported to reveal that the village's warden told the children to tell nothing to the journalists or to say they had no brothers or sisters... and the kids gigglingly answered all the questions as they were told by the village boss....
