Bush will start a war if his candidacy is failing in 2004. It doesn't matter if he's done it before in the mid term 2002 elections. Nothing matters to the American people; they have a short attention span. A great example of how gullible the American people are is the fact that 50% of them think Iraq and Saddam were behind 9/11 and see that as a justification for this war against Iraq. That shows you how easy it is to propagandize the American people. And they'll certainly fall in line and rally around the President and re-elect Bush in 2004 if we're at war. I certainly don't think President Bush is a principled enough person not to resort to dirty tricks to get re-elected.
