When you can't even agree on terms that should be obvious, is there a point to communication?

The sovereign state doesn't have to be "nice", or elected, or terror free (if it did have to be terror free that would make about 50%, or more, of the world's government's non-sovereign nations- what a surprise!) Gosh I wish everyone had a good dictionary and knew how to use it.
