The Saudis have groups like CAIR. Other countries hide behind foundations, advocacy groups and private donors, e.g., China gave money to Clinton and Gore through private donors. Remember the fundraiser with the Chinese nuns? "No controlling legal authority"? That's off the top of my head without researching.
