I made no declaration. I will, with some confidence, state my opinion, which is that Iraq had no direct role in planning the 9/11 attacks or training the hijackers. Has it ever funded Al Qaida prior to 9/11? I don't know. I've seen no evidence to date.

Yet that 45% belief did not arise from facts promoted by any official. It arose from the suspicions of a few and suspicions were fuelled by the fearmongering that was done by the administration since last summer.
